VENDOR DEVELOPMENT PROGRAMME

For more than ten years, Sakhalin Energy has been actively implementing the Vendor Development Programme. Its main objective is to facilitate the development of Russian producers' capacities and to increase the share of their participation in the Sakhalin-2 project.

The programme includes two areas: Integrated Vendor Development and Training Workshops.

Integrated Vendor Development is aimed at providing assistance to promising Russian partners in the improvement of production processes to meet the requirements of Sakhalin Energy and international quality and safety standards. This area includes the following activities:

  • Working meetings with Sakhalin Energy's technical experts for presentations and information exchange.
  • Auditing Russian companies for compliance with the company's requirements.
  • Qualification procedures for inclusion in the Sakhalin Energy list of approved vendors.

Training workshops are a substantial part of the Programme. They are held by the Company on a regular basis since 2007. The purpose of the workshops is to provide Russian manufacturers and vendors with guidance on the Company’s requirements, as well as with extensive information on a number of upcoming tenders. Each workshop provides an overview of the Sakhalin-2 project, and sessions in the following areas are offered:

1.    Health, Safety, Environment, and Social Performance Management (HSES-SP) in Contracts:
  • - Current approach to the HSES Standards;
  • - HSES Criticality and Type of Contract;
  • - Pre-qualification and common mistakes made when filling out a pre-qualification questionnaire;
  • - Tendering;
  • - Practical tips on development of HSES Plan.

2.    Quality Control and Quality Management when purchasing materials and equipment:

  • - Quality Control Process;
  • - Controls used before an order is placed;
  • - Manufacturing and purchasing controls;
  • - End product controls.

3.    Preparing for and tendering:

  • - Pre-qualification;
  • - Preparing of bids;
  • - Selection criteria and evaluation of bids;
  • - Common mistakes made when bidding.

4.    Anti-bribery and corruption (ABC) laws and Code of Conduct:

  • - Development of Russian and international ABC laws;
  • - Refusal to accept (zero tolerance for) corruption and fraud;
  • - Whistle-blowing.

The workshops are only for Russian companies[1] and are free of charge. To attend a workshop, please fill in an application and submit it to SELLC-RCD@sakhalin2.ru at least a week before the event. The workshops and trainings are only for Russian companies[1] and are free of charge.

[1] A company is considered a Russian enterprise if it is legally incorporated in the Russian Federation and at least fifty per cent (50%) of its equity is held directly or indirectly by Russian natural or juridical persons or any Governmental Authority.


HSE-SP management in contract  

Sakhalin Energy provides special training sessions conducted on the regular bases to form a detailed understanding of HSE requirements related to contractual activities.

Delivery Language is Russian. Participation is free of charge.

- identify HSES-SP hazards, risk and controls on contract and determine criticality of contract:
- assign the contract mode;
- identify and approve standard HSES-SP contract clauses;
- HSES-SP pre-qualification;
- HSES-SP management plan; 
- carry out the pre-mobilization audit;
- contract execution; 
- contractor demobilisation.
