Tender №С02117 for The Provision of Services for Maintenance of Hazardous Production Facilities (HPF) and Management of Operations to Ensure the Readiness of Manpower and Resources to Respond to Accidents and Emergencies Involving Oil Spills, Emergency Rescue and Other Urge

-         Provision of the Company’s facilities with manpower and resources ready for oil spill prevention and response in the Russian Federation, except for the internal sea waters of the Russian Federation and the territorial sea of the Russian Federation (OSR).

-         Readiness for emergency containment and response at the Company’s hazardous production facilities, ensuring safety during gas-hazardous, hot operations, repair works and gas rescue operations.

-         Maintaining manpower and resources in readiness for emergency response at the Company’s facilities, including:

1.     Arranging and conducting drills, exercises and trainings.

2.     Ensuring serviceability and availability of mobile vehicles, rescue and other equipment, as well as personnel protection equipment and other means intended for use in oil spill response, which are placed under the Contractor’s management.

-         Emergency response.

-         Providing support to the Company in routine operations related to internal inspection, cleaning, repair, communications, installation and removal of plugs on equipment and pipelines, as well as operations inside vessels, where there is a risk of fire-explosive or hazardous vapours, gases and other substances that may cause an explosion or fire, as well as operations where there is insufficient oxygen content (less than twenty percent of the volume fraction) in the working area.

-         The bidder shall be a 100% Russian company;

-         The bidder shall have a certificate for emergency rescue operations on the territory of Sakhalin Oblast authorising it to perform the following types of activities:

1.     Oil spill response operations on land and in inland waters (rivers, bays, lagoons), in the port area, and in the coastal area at least 5 kilometres from the coast.

2.     Gas rescue operations.

3.     Search and rescue.

4.     Emergency response and rescue operations related to fire fighting.

-         The Bidder shall have at least 5 years of experience in providing PERT services to ensure readiness to respond to emergencies (onshore OSR).

-         The Bidder shall have an owned or leased maintenance and repair facility  for OSR equipment and vehicles (on Sakhalin Island).

-         The Bidder shall be able to respond as quickly as possible.

-         The Bidder shall have an anti-corruption and anti-bribery procedure and management system in place (as required by Russian law).
