The scope of work includes expert support and methodological guidance for activities aimed at improving the project and investment management system.

The main objectives that the activities will focus on include:

−          Development of a project portfolio (programme) management policy.

−          Development of a project categorisation policy.

−          Implementation of staged project management processes.

−          Formation of investment management (IM) bodies.

−          Creation of a role and authority distribution structure within the project and investment management system.

−          Creation of rules for the formation of project teams based on a matrix principle.

−          Creation of a project and investment competency management policy.

−          Creation of an integrated project management IT architecture to maintain a unified tool and methodological environment.

−          Experience in implementing updated business processes for project and investment management systems based on staged project implementation patterns in leading Russian oil and gas field operating companies.

−          Experience in establishment of the Investment Governance function in leading Russian or international oil and gas or other natural resource fields operating companies.

−          Experience in developing and implementing competency models for personnel involved in project and investment activities.

−          Record of participation in projects implementing specialised software used for project and investment processes.

−          Experience in developing local regulatory acts concerning project and investment activities.

−          Experience in conducting audits of project and investment management systems.
