Tender №C02543 for the Provision of Medical Services in Yuzhno-Sakhalinsk and at Remote Facilities

Lot 1:

‒      Medical support services for the Company's facilities:

a)    Offshore  production facilities, PA-B, PA-A and LUN-A platforms;

b)    Onshore production facilities:  onshore production facility – OPF / OPF Compression (OPFC), liquefied natural gas plant / oil export terminal / LNG jetty;

c)     Nogliki camp (including Nogliki PMD), booster station 2 (BS2) and pipeline maintenance depots (PMDs): Yasnoye PMD, Sovetskoye PMD, Gastello PMD;

d)    Zima Highlands Residential Complex (Yuzhno-Sakhalinsk);

e)    The Company’s representative office in Moscow.

‒      Medical evacuation services for patients/injured persons to medical organisations in the Sakhalin Region (district and regional).         

‒      Medical evacuation services, repatriation services (within and outside the Russian Federation).

‒      Vaccination services (preventive vaccinations) and immunological testing.

‒      Administrative support services for medical services (Yuzhno-Sakhalinsk).

‒      Provision of medicines and medical consumables.

‒      Maintenance, storage, inventory accounting and maintenance of medical equipment.

‒      Additional services as part of medical care (e.g. provision of additional medical staff, laboratory tests and other services).

Lot 2:

‒      Provision of services for the following types of medical examinations:

a)    preliminary medical examinations;

b)    periodic medical examinations;

c)     extraordinary medical examinations;

d)    in-depth medical examinations;

e)    pre-trip/post-trip examinations of vehicle drivers;

f)      preventive medical examinations, medical check-ups;

g)    mandatory state fingerprinting, photographing and medical examination;

h)    medical examination for admission to work on a ship;

i)      periodic medical examination of employees working in harmful and/or hazardous working conditions, including issuance of an expert opinion on the connection between the disease and the occupation (subcontracting on expert opinion is possible).

‒      Conducting immunological studies.

‒      Vaccination (preventive vaccinations).

‒      Coordination of medical examinations.

‒      Additional services as part of the provision of medical examinations.

Lot 1:

‒      The organisation is authorised to carry out all primary medical and sanitary care activities specified in the scope of work in the Russian Federation.

‒      The organisation is authorised to carry out emergency medical add, including specialised emergency medical aid, in the Russian Federation, or has a contractor that can provide such aid.

‒      The organisation is authorised to carry out pharmaceutical activities in the Russian Federation.

‒      The organisation is able to provide medical support to separate Company structures, including non-production infrastructure facilities, using its own manpower.

‒      The organisation has access to the Unified National Healthcare Information System (EGISZ) / Federal Register of Medical Institutions (FRMO).

‒      The organisation has experience of working with projects/companies at remote facilities.

‒      The organisation has a head office or a separate subdivision in Yuzhno-Sakhalinsk, or the organisation intends to establish a head office or a separate subdivision in Yuzhno-Sakhalinsk with personnel and resources necessary for the provision of services specified in the scope of work.

Lot 2:

-       The organisation is authorised to carry out all primary medical and sanitary care activities specified in the scope of work in the Russian Federation.

-       The organisation is authorised to carry out all types medical check-ups specified in the scope of work in the Russian Federation.

-       The organisation is able to carry out all types of medical check-ups pursuant to requirements of the Order of RF Ministry of Health No. 29n dated 28.01.2021 stipulated in the scope of work on the single-window basis through a single medical organisation (all activities in one place).

-       The organisation has a permanent medical board with a full range of specialists necessary for carrying out all types of medical check-ups pursuant to requirements of the Order of RF Ministry of Health No. 29n dated 28.01.2021 stipulated scope of work and is able to carry out all types of medical check-ups throughout the full 12 month a year.

-       The organisation has access to the Unified National Healthcare Information System (EGISZ) / Federal Register of Medical Institutions (FRMO).

-       The organisation has a clinic in Yuzhno-Sakhalinsk.
