Scope of work

−                 Analysis of the fire-retardant coating actually applied at the onshore processing facility and the repairs required in accordance with the design documentation, and grouping of areas into actual work zones/sections.

−                 Preparation of working documentation packages or flowcharts for each section and preparation of documents for construction management:  work plans, inspection and testing schedules, and other regulatory documentation.

−                 Preparation of permits to work for each package of working documentation.

−                 Installation of shelters for each section, installation of gas analysers and heating systems within the shelters.

−                 Sandblasting the surface to prepare it for the application of a primer coat.

−                 Application of the required layer of fire-retardant compound and top coat, including reinforcement where required, in accordance with the design documentation.

−                 Disposal of waste generated during the preparation and execution of fire-retardant installation works.

−                 Preparation of final as-built drawings in accordance with the actual site conditions and QC/QA documentation to be handed over to the Company.

 

Requirements to bidders

−                 Availability of a certificate from a self-regulatory organisation (SRO) authorising the performance of relevant types of fire protection repair work at the Company’s operating hazardous facilities (HPF).

−                 Employees carrying out work at HPF must undergo training and certification in the field of industrial safety in accordance with Article 14.1 ‘Training and certification of employees in the field of industrial safety’ of Federal Law No. 116-FZ of 21 July 1997 “On the industrial safety of hazardous production facilities” (as amended and supplemented, effective from 1 March 2025). The specific list of employee categories requiring certification is set out in Government Executive Order No. 13 of 13 January 2023 (clause 2.4 of Annex – Regulations on Certification).

−                 The organisation must hold an EMERCOM licence for the licensed activity ‘Work on fire protection of materials, products and structures’.

−                 Compliance with the requirements of the Government Executive Order No. 1128 of 28 July 2020 “Regulations on the Licensing of Activities for the Installation, Maintenance and Repair of Fire Safety Equipment in Buildings and Structures”.

−                 Availability of an ISO 9001 Quality Management System certificate or an equivalent.

−                 Compliance with the Regulations on Occupational Safety when Working at Height, as approved by Order No. 782n of the Ministry of Labour and Social Protection of the Russian Federation dated 16 November 2020 “On the Approval of Regulations on Occupational Safety when Working at Height”.

−                 All Contractor’s employees involved in the performance of the work must undergo training in civil defence and emergency response in accordance with the requirements of Federal Law No. 28-FZ of 12 February 1998 “On Civil Defence”.

−                 Previous experience of working at hazardous production facilities and experience in the application of fire-retardant coatings at such facilities (fire-retardant coatings designed for use in hydrocarbon fire conditions).

−                 Previous experience in painting works involving abrasive surface treatment at operational industrial sites and/or hazardous facilities.
