Tender №C02558 for provision of technical support consulting services for the Molikpaq (PA-A) Rejuvenation Project

Support services in the area Project Activities:

–       Independent analysis and expert assessment of compliance of the working documentation with the design documentation, as well as with the requirements of the RF legislation and the Company's LRA.

–       Ensuring the correctness and feasibility of technical solutions without shutting down all production facilities and technical equipment at the rejuvenated facility.

-       Analysis of impact of changes in technical solutions during the construction and installation process on the need to make changes to the design documentation that received a positive GGE conclusion.

Support services in the area Planning and Reporting:

-       Monitoring of the conceptual sequence of preparatory, construction and installation, and commissioning works using network diagrams and charts of various levels of detail, taking into account the specific features of the Platform and its location in the offshore area, as well as performance of work at the operating HPF.

-       Expert review of incoming change requests, assessment of their impact on the key parameters of the project (deadlines, cost, resources), approval and control of implementation of approved changes, as well as updating the relevant sections of reporting and planning documentation.

Support services in the area Construction Management:

-       Analysis and assessment of the developed work packages and work process maps for the developed working documentation, which ensure the supervised performance of construction and installation, and commissioning works in a working production environment.

-       Assessment and management of risks arising from the performance of several independent works on one work front.

-       Development of detailed plans to arrange particular types of preparatory, construction and installation, and commissioning works in the form of presentation materials and information notes for the Company to ensure the technological processes and to boost the efficiency of the Platform operations.

Support services in the area Material and Technical Resources:

-       Analysis of summary tables of materials and equipment under the project for their subsequent inclusion in construction and installation works, as well as organising their certification and equipment data registration procedures (passports) under the project.

-       Planning and recording of completed works in the 3D мodel.

Support services in the area Cost Estimation and Cost Control:

-       Collection of actual information on the resources involved in construction and installation, and commissioning works with reference to the actual scope of work completed.

-       Regular confirmation of the actual scope of work completed by the EPC contractor.

Support services in the area Environmental Protection and Environmental Safety:

-       Consulting on changes identified during the construction process to design and technical documentation and analysis of impact of changes on the need to re-pass the State Environmental Expert Review during implementation of changes.

−     Availability of full-time employees qualified to provide technical support services.

−     Availability of experience in participation and successful implementation of work at HPF and/or offshore facilities of major Customers in the oil and gas industry.

−     Availability of proven experience with building information modelling (BIM) and digital models.

−     Availability of experience, competencies and personnel responsible for project schedule and reporting control.

−     Availability of relevant SRO membership (self-regulatory organisation), and NADS (National Association of Designers and Surveyors).
