Scope of work

–       Provision of access to the databases of the Tekhexpert information and reference system to meet the needs for the prompt receipt and use of up‑to‑date regulatory legal acts and regulatory documentation of the Russian Federation in the areas of technical regulation, standardisation and industrial safety at hazardous production facilities, including, but not limited to:

1.     Provision of access to the online platform:
The Contractor shall provide round‑the‑clock remote access via a web interface to the selected set of Tekhexpert databases (FNP, GOST, STO, SP, technical regulations) from the Customer's IP addresses for at least 250 users (collective licence);

2.     Familiarisation testing of the information system;

3.     Support and updating of the PSE (monthly):

·        transfer of update packages for regulatory and technical documentation in electronic form;

·        automatic update of online access upon release of new versions of regulatory legal acts and regulatory documents of the Russian Federation;

·        technical support (hotline, remote troubleshooting) — at least 95% uptime.

 

Requirements to bidders

–        The bidder must be authorised to provide remote access to the databases of the Tekhexpert information and reference system on the territory of the Russian Federation;

–        The bidder must have experience in providing remote access services to the databases of the Tekhexpert information and reference system for 250 concurrent users;

–        The bidder must be available for communication during the Customer's working hours – from 9:00 to 18:00 (UTC +11);

–        The bidder must be capable of providing uninterrupted round‑the‑clock access to the Tekhexpert information and reference system for at least 250 of the Customer's users;

–        The bidder undertakes to ensure the online platform's uptime of at least 95%.

 

Expected date of the contract award 01 January 2027
Expected contract period 3 years with two one-year extension options.
