Scope of work

1.     Preparatory work for tank sludge removal using hydrodynamic (water jetting) and mechanical cleaning methods, followed by the separation of liquid and solid hydrocarbon phases (the need for mobilisation to Asset to be agreed between the parties).

2.     Preparation of the work method statement (WMS), including the quality plan, and the selection of cleaning equipment and agents, accompanied by a safety data sheet.

3.     Preparation of the mobilisation plan.

4.     Contractor’s mobilisation to the aset and equipment set up.

5.     Physical measurement and calculation of tank sediments.

6.     Calculation of liquid emulsion waste volumes following tank flushing/cleaning.

7.     Sludge removal using heated oil down to the level where the floating roof is lowered onto its support legs.

8.     Purging (inerting) the sub-pontoon space using nitrogen units, followed by final sludge removal in an inerted environment.

9.     Mechanical or manual excavation of heavy deposits, ensuring oil product recovery, and carrying out operations in an inerted, hydrocarbon saturated environment.

10. All production and consumption waste arising from the tank cleaning operations (including oil sludge, wash water, and the like) during the performance of the work at the asset shall become the property of the contractor as of the moment of actual generation. The contractor shall be deemed the generator of all such waste. The contractor shall manage the entire lifecycle of its waste in strict compliance with applicable Russian environmental and waste management legislation, including but not limited to Federal Law No. 89 FZ dated 24 June 1998 and Federal Law No. 7 FZ On Environmental Protection dated 10 January 2002. The waste generated in the course of the performance of the work shall be removed for further processing either by the contractor itself or specialist subcontractors; the contractor shall, at its sole cost and on its own behalf: maintain accurate waste records; develop any required environmental licence documentation; accumulate waste at sites equipped in accordance with applicable Russian rules and regulations at the Prigorodnoye asset and the contractor's/subcontractor's temporary waste storage facilities; transport, treat, recycle, decontaminate and/or dispose of its waste through organisations duly licensed in waste management; and timely submit all environmental reports as required by Russian rules and regulations.

11. Tank cleaning and degassing, and preparation for subsequent diagnostic, welding and painting work.

12. Preparation of work completion certificates and any other required reporting, including recommendations for improving operational performance and reliability.

13. Demobilisation from the asset.

Requirements to bidders

–       Qualified personnel with valid industrial safety certification holding unexpired documentation as follows:

·       vocational education (training) certificates and/or qualifications appropriate to the work description;

·       a copy of the minutes of the occupational health and safety knowledge assessment;

·       first aid training (at least 2 persons per shift);

·       PPE training;

·       certificate authorising unsupervised work with PE;

·       working at height (Group 2) authorisation certificate;

·       For the person responsible for height work organisation and safely

·       Group 3

·       certificate confirming knowledge of safe working practices inside electrical installations - minimum electrical safety group II;

·       certificate authorising work in enclosed and confined spaces (Group 1, 2);

·       confirmation confirming that fire safety training under fire safety briefing programmes pursuant to Order No. 806 of the Ministry of Emergencies of Russia dated 18 November 2021 was passed;

·       attestation certificates in A1, B.1.7, B1.11, B.8.1 and B.8.3.

 

–       Availability of the minimum equipment required for the Contractor to perform the work, including but not limited to:

·       system for sludge removal via water jetting through 100 mm manholes in the tank floating roofs, comprising: heat exchanger for crude oil heating;

·       tank degassing system comprising: mobile nitrogen generation unit of sufficient capacity to prevent the formation of explosive atmospheres under the pontoon during tank unloading operations.

·       tank cleaning system (minimum configuration):

o   one (1) general purpose vacuum truck;

o   three (3) special purpose vacuum trucks or pumps for removing wax deposits (density of at least 800 kg/m³) with a capacity of 8 to 10 m³/h;

o   one (1) decanter.

·       mobile air compressor of sufficient capacity to power the contractor's equipment;

·       mobile steam unit (MSU) of sufficient capacity to perform internal tank cleaning;

·       diesel generator of sufficient capacity to supply power to the contractor's equipment.
