Tender №C02705 for Provision of Expert Services in the Field of Industrial Safety, Fire Safety, Civil and Emergency Situations and Labor Protection

−      Expert documentation development services for the purposes of ensuring compliance with the applicable Russian Federation laws, acquisition of the necessary permits and licenses by the Company, expert and analytical support of the approval process of the supervisory bodies of the Russian Federation.

−      Assessment designation of engineering condition of buildings located at the Company's assets.

−      Development of pre-planning documentation in industrial safety, fire safety, civil defence and emergency response, and occupational safety and health.

−      Other expert and analytical services related to the activities under the contract.

The Company plans to tender for three Lots with scopes split as follows:

−      Lot 1 – Expert services in industrial safety, fire safety, civil defence and emergency response, and occupational safety and health.

−      Lot 2 – Expert services in industrial safety.

−      Lot 3 – Expert services in civil defence and emergency response, and occupational safety and health.

1 . Requirements for Lot 1 bidders for expert services in industrial safety, fire safety, and civil defence and emergency response:

−      Bidder’s entity is registered in Russian Federation.

−      The entity is an active member of a Self-Regulatory Organisation (SRO).

−      Viable certification for industrial safety expert review of documentation for hazardous production facility mothballing and decommissioning.

−      Viable certification for industrial safety expert review of the documentation for hazardous production facilities technical retrofitting if this documentation is not included in the design documentation package subject to expert review in accordance with the town planning legislation of the Russian Federation.

−      Viable certification for industrial safety expert review of buildings and structures at hazardous production facilities designed for process operation, storage of raw materials or products, transportation of people and cargoes, containment of and response to emergencies.

−      Viable certification for industrial safety expert review of the industrial safety declaration developed as part of the documentation for technical retrofitting (if this documentation is not included in the design documentation package of a hazardous production facility subject to expert review in accordance with the town planning legislation of the Russian Federation), conservation and decommissioning of a hazardous production facility, or a newly developed industrial safety declaration.

−      Viable certification for industrial safety review of the hazardous production facility safety justification, as well as any changes made to the hazardous production facility safety justification.

−      Viable certificate of the EMERCOM of Russia for the installation, maintenance and repair of fire safety equipment for buildings and structures;

−      Available personnel certified for fire hazard assessment calculations.

−      Available personnel certified for engineering of fire safety devices for buildings and structures in use.

−      Experience in rendering services, performing work in industrial and fire safety, civil defence and emergency response for oil and gas facilities of hazard class I in at least the last three (3) years.

2 . Requirements for Lot 2 bidders for expert services in industrial safety:

−      Bidder’s entity is registered in Russian Federation.

−      The entity is an active member of a Self-Regulatory Organisation (SRO).

−      Viable certification for industrial safety expert review of documentation for hazardous production facility mothballing and decommissioning.

−      Viable certification for industrial safety expert review of the documentation for hazardous production facilities technical retrofitting if this documentation is not included in the design documentation package subject to expert review in accordance with the town planning legislation of the Russian Federation.
