Scope of work

–       Supply of chemical reagents and engineering support for drilling mud services, including the supply of chemical materials for the preparation of:

·       Oil-based muds (hereinafter referred to as oil base mud), including base oil supply.

·       Water-based drilling muds.

·       Well completion fluids.

·       Other solutions and chemical reagents related to drilling fluids and injection (Workover fluids, packer fluids, well cleaning fluids, and breaker systems).

·       Base oil (not for oil base mud).

–      Project management and engineering support (office, Liquid Mud Plant (LMP), storage facilities, laboratory research and modeling of drilling fluids).

–      Management of the production site for the preparation of drilling fluids and finishing fluids, the Liquid Mud Plant (LMP), including:

·       provision of land plots, buildings, structures and equipment for the drilling mud plant (owned by the owner of the Sakhalin Western Seaport, Kholmsk (SWSP);

·       maintenance and current repairs, including technological equipment (tank farm, pumps, mixers, pipelines and shut-off valves, automation systems, instrumentation and control systems, etc.),

·       engineering systems; preparation of drilling muds and well completion fluids.

–      Preparation of drilling muds and well completion fluids on the Company's platforms.

–      Provision of equipment required for drilling mud service.

–       Storage and transshipment of base oil for its further use in the process of drilling mud preparation at fuel and bunkering complex in SWSP, Kholmsk.

–      Port services (including septic tank collection and transportation, waste disposal and utilities) at Sakhalin Western Seaport, Kholmsk.

Requirements to bidders

–      Experience in providing service support for drilling fluids (drilling muds, completion fluids) for the construction and repair of oil and gas wells at offshore facilities/projects.

–       Experience in managing hazardous waste and/or chemical hazardous production facilities (drilling mud plant); experience in working with oil base mud with a controlled flat rheological profile that allows for drilling ERD wells, etc.

–      Availability of in-house central customer support laboratory for in-depth specialized tests, as well as own valid software.

–       Availability of in-house software.

–       Tender participants will have to test the proposed drilling mud systems in their own laboratory with the participation of the Company specialists or experts of a third-party independent organization.

Expected date of the contract award 15 July, 2027
Expected contract period from March, 2028 to February, 2031 or until February, 2033 (3 years with a 3-year extension option or 5 years with a 3-year extension option, which will be determined by economic efficiency)
