Tender №С02631 for the Development of a Methodology for Calculating Labour Intensity Standards and Norms

October 2026–      Development of a methodology for calculating labour intensity standards and norms. The methodology shall consist of two parts:

1.     A handbook containing the standard values of specific labour intensity (specific labour intensity) for the reconstruction, major and current repairs, and technical re‑equipment of the offshore ice-resistant fixed platform (the offshore platform) as a whole, and by an aggregated list of work types, without decommissioning the offshore platform, and shall also contain a methodology for determining the design labour intensity at the cost forecasting stage.

2.     A handbook containing the standard values of specific labour intensity for major and current repairs, and technical re‑equipment of the offshore platform by work type, broken down by design and technological groups, technological processes and operations, with detail on technical characteristics and specific features of the technological processes, applicable at the stage of determining the initial (maximum) contract price, subject to the availability of design documentation at the PD stage.

–      The contractor shall submit a report at the end of each stage of the development of the Methodology, with documentary substantiation of the proposed solutions.

–       Proven experience in performing similar work for offshore facilities of major customers in the oil and gas industry, as a contractor or subcontractor, over the last 5 years.

–       A staff headcount sufficient to engage at least 8–10 personnel for the entire duration of the work.

–       Availability of qualified personnel with higher professional education in the relevant field and at least 5 years of experience.

–       No record in the register of unscrupulous suppliers maintained under the legislation of the Russian Federation.

–       Availability of anti‑corruption and anti‑bribery policies and management systems.

–       Proven experience in completed projects for the development of methodologies, labour intensity standards, cost estimating norms for construction and installation works, repair and construction works, current repairs of oil and gas equipment, and major repairs of oil and gas equipment.
