− Provision of warehouse and ancillary services on a daily basis. − Preparation of aqueous and water-glycol solutions at the production and storage facility (PSF). − Transfer of chemical reagents into specialised containers. − Quantity control of chemical reagents in storage, received, issued for operations, and dispatched to the Company’s facilities. − Washing of ISO tanks, IBCs, steel and plastic drums, and canisters. − Loading and transport of empty offshore chemical tank containers from the contractor's marine container and tank maintenance and repair facility to the PSF, and those laden with chemical reagents from the PSF to the Kholmsk Shore Base. − Transport of monoethylene glycol (MEG) ISO tanks to the OPF as part of annual supply campaigns to deliver MEG to the OPF. − Labelling of packaging containing reagents intended for transport to offshore platforms. − Preparation of accompanying documentation for chemical reagents dispatched from the PSF. − Monthly reporting. |
| Requirements to bidders |
− Availability of a production base / chemical reagent storage warehouse (owned or leased) located in the Kholmsk District of Sakhalin Oblast, no more than 20 km away from Sakhalin Western Seaport LLC. − Availability of a heated warehouse with an area of at least 600 m² for the storage of at least 200 m³ of chemical reagents or at least 250 pallet spaces. The heated warehouse must ensure year-round storage of chemical reagents and must be equipped with sumps (containment pits) or bunding for chemical spill collection. − Possession of a licence/certificate for the operation of a Class 3 or Class 2 chemically hazardous production facility, or readiness to obtain such a licence/certificate. − Availability of an in-house PERT/NERT, possession of a valid contract for PERT services, or readiness to conclude a contract with a PERT and/or establish a NERT. − Availability at the production base of a cold or additional heated chemical reagent storage warehouse, or an open area equipped with a canopy, with an area of at least 600 m² for the storage of at least 500 m³ of chemical reagents or at least 600 pallet spaces; The cold or additional heated warehouse, or the open area, must be equipped with sumps (containment pits) or bunding for chemical spill collection. − The production warehouse must be equipped with a preparation area for a 42% aqueous calcium nitrate solution. In the absence of this area, the bidder must be ready to set up such an area. − Availability of a water source (a well, centralised water supply, water delivery and storage tanks, etc.) at the production warehouse for the purpose of solution preparation. − Availability of a QC laboratory at the production warehouse. In the absence of a laboratory, the bidder must be ready to set up such a laboratory. − Availability of a fire water supply system (centralised water supply, fire pond, tanks) as well as fire hydrants at the production warehouse. In the absence of these, the bidder must be ready to set up a fire water supply system. |
