Scope of work

-       No. C02751: Protection and security of pipeline maintenance depots: PMD Gastello, PMD Nogliki, PMD Yasnoye, PMD Sovetskoye; onshore processing facility; booster station 2; onshore oil and gas pipeline sections from Chaivo pig launcher/receiver to Prigorodnoye production complex (LNG/OET).

-       No. С02752: Protection and security of officers and residential complexes, facilities of onshore oil and gas pipelines in the vicinity of Yuzhno-Sakhalinsk.

Requirements to bidders

-       Organisations established to provide protection and security services and holding a special authorisation (a licence) to carry out private security activities, as well as licences to provide on-site security and access control at facilities subject to mandatory anti-terrorism security requirements, except for the facilities specified in Part 3 of Article 11 of the Law of the Russian Federation ‘On Private Detective and Security Activities in the Russian Federation’.

-       Organisations meeting the requirements set out in Resolution of the Government of the Russian Federation No. 2258 of 8 December 2022 ‘On the Approval of Special Requirements for Private Security Organisations Authorised to Provide Physical Protection and Security of Fuel and Energy Complex Facilities in accordance with paragraphs 2 and 3 of Part 4 of Article 9 of the Federal Law ‘On the Security of Fuel and Energy Complex Facilities’.

-       Organisations or branches of organisations registered in the Sakhalin Region in accordance with the procedure laid down by law.

-       Organisations with at least three years’ experience in providing security services at energy sector facilities.

-       Organisations possessing all necessary internal regulatory documents drawn up in accordance with legal requirements, including those relating to safe working conditions.

-       The availability of qualified personnel with sufficient professional competence – security guards of grades 5 and/or 6, in the numbers specified in the relevant section of the fuel and energy complex facility’s security passport; organisations which, during the two years preceding the commencement of service provision, as well as during the period of providing security services at a low- or medium-risk energy sector facility, have not been subject to any court decisions that have entered into force regarding the suspension and/or revocation of their licence.
