Tender №C02723 for Works on the Development of Technical Documentation for the Restoration of the Protective Belt of fixed Offshore Oil and Gas Production Platforms

Scope of work

Baseline data study:

•    review of the hydrometeorological conditions in the area where the platforms are operated, including the effects of ice, the water level fluctuations, and the frequency and intensity of ice loads;

•   examination of the integrity of concrete gravity-based structures (CGBS) in areas where water levels fluctuate.

2.    Formulation of requirements for repair materials and technologies in the context of repairing an operational, fixed offshore structure where it is not possible to transport the structure to a dry dock for repair:

•             determining requirements for the mechanical, adhesive, frost-resistant and wear-resistant properties of repair materials, taking into account ice abrasion;

•             developing technical procedures for the local restoration of damaged sections of the protective concrete layer, including requirements for surface preparation, working conditions and quality control measures.

3. Selection and testing of repair materials:

•             determining the list of repair materials proposed for testing (specifying manufacturers, specifications, and conditions of use);

•             developing a testing programme and methodology, including laboratory models, simulation of abrasive ice action and exposure to the marine environment;

•             conducting laboratory tests and providing a report with results, a comparative analysis and recommendations on the selection of materials.

4.    Set of technical documentation sufficient for the implementation of the proposed technical solution, including:

•             the development of operating procedures for repairing defects in the legs and specifications for repair materials;

•             the development of a method statement for the local restoration of the protective concrete layer at the locations where defects in the legs have been identified, taking into account the need for offshore operations;

•             the preparation of cost estimates for the repair works, including a list of materials and equipment, scope of works, man-hours, and the cost of works.

 

Requirements to bidders

-     The organisation shall be a current member of a Self-Regulatory Organisation (hereinafter, SRO) in the field of architectural and structural design relating to particularly hazardous, technically complex and unique capital construction projects.

-     Proven experience in carrying out projects involving the development of full-cycle technical documentation for the repair of concrete structures in areas subject to water level fluctuations at operational hydraulic structures over the last 10 years.

-     Quality Management System (ISO 9001 certificate or equivalent).
