On the opening day of the Sakhalin Oil and Gas Far Eastern Energy Forum, a celebratory ceremony was held in Yuzhno-Sakhalinsk to mark the completion of the office buildings at the Sakhalin Oil and Gas Industrial Park.
The Sakhalin Industrial Park aims to enable oil and gas companies to reduce their reliance on imported equipment and components, promoting localisation of service companies on the island. The project is supported by Sakhalin Energy and the Sakhalin Oblast Government.
“The industrial park is important not only for the advancement of the oil and gas sector, but for the entire Oblast,” said Governor Valery Limarenko in his welcoming speech, “Unique technologies that can be applied in other areas will be developed here. Like any fundamental industry, the oil and gas sector needs service support. The timely and strategic decision to establish an industry cluster ensures the involvement of Russian companies. Today marks the launch of the project’s first phase – the administrative building to host the residents. Their contributions are crucial for the competitiveness of the Sakhalin-2 project, a cornerstone to the Oblast’s economy.”
Russian companies will provide comprehensive services for the oil and gas industry, including pipeline repairs without halting production, restoration of gas turbines, electric motors, and generators, as well as underwater facility maintenance and cargo transportation.
On behalf of the Company, Roman Dashkov, Chief Executive Officer, thanked the governor for effective teamwork. “The Sakhalin Industrial Park will integrate the production and technical divisions essential for the reliable and consistent implementation of the Sakhalin-2 project. The further development of the park and deployment of these services will depend on our efforts and those of our contractors. We are committed to expediting the launch, and our contractors also confirm their preparedness to initiate production for technical services imminently. There are many challenges ahead, but our specialists are ready,” asserted Roman Dashkov.
The commissioning of the first phase of this industrial cluster is a significant event not only for the Oblast’s oil and gas sector but also for its capital. ‘This is a significant moment in the history of our municipality. We are becoming a more technologically self-sufficient city, enhancing Yuzhno-Sakhalinsk’s prominence. These new opportunities will attract young people and foster further comprehensive development,” said Sergey Nadsadin, the Mayor of Yuzhno-Sakhalinsk, at the ceremony.
Currently, 12 residents are building their own production facilities within the Sakhalin Industrial Park, benefitting from incentives such as zero property and income taxes and reduced insurance premiums for the first five years. These governmental support measures are efficiently drawing new domestic companies into the SIP, ensuring steady project development.
